This idea is that Joker recreates himself every few years and he gets a new look and a new personality.

Mind you, it goes on at least a few issues too long, with the middle two issues of the Batman of Zur-en-arrh punching things being the slowest bit. We have Batman facing off against a bunch of Man Bats and then bam, after waking up, he's left with Damien having a sword to his neck and introducing himself. The third act of Morrison’s run on Batman has a greatly expanded scope and cast, as Batman decides to franchise his crime-fighting across the globe even as a vast conspiracy begins to close in around him. A wildly entertaining ride that's been at all times challenging, unsettling, amusing, inventive, iconic and epic.

Being raised in a tube and conditioned to be a near-perfect human has advantages and disadvantages, as we learn all too well with this character. The conclusion reveals that these two imposters have both been Gotham City cops who are being protected by the rest of the force. Since the end of The Modern Age/Post-Crisis era, DC Comics soft rebooted its universe more than once.I recognise, of course, the shoutouts to Batman Beyond, and my googling informs me that the other single one-page teasers also draw from the rich tapestry of Batman’s history.
