You don’t say whether his incompetence was just as a navigator or if he also made you feel unsafe on the road, but if he was a dangerous driver, that would change the equation about the imperative to report. So, now here we are with the largest homeless camp the city has ever seen and another stressed-out neighbourhood. Legally, the new tent city may prove more difficult to dismantle – it’s a large park and the tents are well spaced so the pandemic may not wash as a valid reason.
