About this deal

Cain presumably died sometime in the first or second century of M42. Because of the number of times in his career when he was declared dead or missing in action, only to resurface later, the Departmento Munitorum adopted a standing regulation to list Cain as alive and active at all times, regardless of evidence to the contrary. As a result, he is the only person in the known galaxy to remain on the active duty roster even after being buried with full military honors. Many commissars, particularly those who take on active combat roles, wear breast plates, usually decorated with the same motifs as their caps. Many also carry devotional symbols such as Aquila pendants or copies of various Imperial Cult gospels or Imperial war manuals. Currently the majority of extracts available from the Cain Archive tell of his time serving with the 597th Valhallan Regiment. While serving with them Cain appears to have been very close to the troopers, particularly with the senior officers, with which he had a personal friendship. An Ensign is a junior Krieg officer who has been chosen to carry the regimental or company banner. It is considered a great honour to be chosen and marks the officer as one with the potential to rise to the highest ranks within the regiment. The rank of ensign carriers a short term of service, so an officer will not be expected to act as the banner bearer for long before being moved on to a combat command with a frontline platoon or a Death Rider squadron. An Ensign often accompanies his regiment's Commissar wherever he goes on the battlefield, so that the regimental banner can serve as a rallying point and act as an inspiration to the men and women of the regiment. PDF Commissar - The Commissariat has oversight authority over all branches of the Imperial military (with the exception of the Adeptus Astartes, Adepta Sororitas and Skitarii soldiers of the Adeptus Mechanicus), which includes local Planetary Defence Forces ( PDFs). Commissars assigned to these thankless postings are usually advanced in age, or have been subjected to disciplinary action. In practice, only a single commissar would be assigned to the PDF of an entire world, or even several planets within a sub-sector, playing little to no role in the activities of such forces. Therefore, the majority of these local Planetary Defence Forces are ignorant of these commissars' existence. Some Planetary Defence Forces maintain their own local Commissariats. Tensions are often strained between these local Commissariats and the official Officio Prefectus, especially in the matters of jurisdiction. During the Age of Apostasy in the 36th Millennium, most of the Schola Progenium were corrupted and rife with slavery and depravity. Orphans were used as slave labour in factories and mines making goods for the Ecclesiarchy. Particularly promising individuals were sold to Imperial Commanders as slaves and servants, and the most attractive became concubines for Imperial nobles. Commissars are allowed a wide degree of choice when it comes to the personal weapons they carry into battle. Many expect to lead from the front and carry Power Weapons, Power Fists or Plasma Pistols. When assigned to a regimental headquarters, a Commissar is not expected to lead men in combat, so they usually keep their personal weaponry very basic, including a Chainsword or Power Sword and a Laspistol. The Laspistol is used by the Commissar to carry out any instances of summary execution for derelictions of duty by the troops under his command. Amongst the fanatical Guardsmen of the Death Korps regiments, such actions are rare indeed. Should a Commissar-General feel that it is absolutely necessary, he possesses the authority required to remove his regiment's commanding officer from his post and take over command of the entire regiment himself. Some PDFs maintain their own local Commissariats. Tensions are often strained between these local units and the Imperial Commissariat, especially with issues of jurisdiction [9a], with Commissariat members even known to execute their local counterparts for overstepping their authority [5].
